The Role of Public Policies in the Energy Transition: The Case of the Moroccan Electricity Sector

Abstract. The energy transition is a major challenge for developing countries. The increase in energy demand justified by economic growth and rising urbanization exacerbates energy dependence and increases the energy bill for countries that import fossil fuels. Moreover, the electricity production sector is the primary emitter of Co2 (58% in 2023) in Morocco. Aware of the detrimental effects of climate change as well as energy dependence, Morocco has committed to a series of reform measures aimed at developing renewable energies (RE), particularly in the electricity sector. This article aims to study the contribution of public policies implemented by Morocco for the energy transition of the electricity sector, thru a mixed methodology based on documentary analysis and on an econometric analysis based on the ARDL approach, applied to annual data covering the period 2000-2022. The study noted the positive impact of Moroccan public policies on the significant increase in the share of renewable energies in electricity production and the reduction of the energy importations. However, the production of electricity has a positive effect on Co2 emissions, and in the long term the share of RE has a negative effect on Co2 emissions.
